Italian regulations

In Italy, noise pollution issues are regulated by Law No. 447 of 26 October 1995 'Framework Law on Noise Pollution'.

In particular, for motorway infrastructure operators, the following general requirements are given:

Noise exposure limit values and the territorial scope within which they are applied (noise bands) are set by specific decrees and implementing regulations;

Noise pollution caused by motorway traffic must be brought within the legal limits defined by decrees and regulations through the preparation and implementation of multiannual remediation plans;

since 1995, in order to carry out noise reduction and abatement measures, road infrastructure owners or concessionaires have been obliged to commit a fixed amount of no less than 5% of the budgeted funds for infrastructure maintenance and upgrading activities; subsequently, the 1999 Finance Act raised this figure to 7%.

For road infrastructures, the DMA of 29 November 2000 and Presidential Decree 142 of 30 March 2004 set the noise limit values to be complied with and the modalities for implementing mitigation measures.
